What Producers Need to Know About Our 2027 Individual Market Updates

Here’s an early look at what to expect in 2027.
Shorter enrollment
Washington’s open enrollment period will be shorter for the 2027 plan year, ending December 31. All plans selected during open enrollment will take effect January 1, removing the option for a February 1 start date.
Counties
Premera is making important changes to our county coverage in 2027. We’re expanding into 15 new counties, bringing our total coverage to 24 counties.
We’re excited to expand access to Premera individual plans for more customers across Washington, including the currently underserved San Juan County,” said Justin Cusber, Individual Market Business Manager. “We’ve heard from producers that bringing access to the largest network in the market to Snohomish county residents will make a meaningful difference. We’re also expanding throughout Eastern Washington, giving more customers access to a trusted Blue plan in areas that currently lack one.”
We’ll offer plans in the following counties: Adams, Asotin Benton, Columbia, Ferry, Franklin, Garfield, Grant, Grays Harbor, King, Kittitas, Kitsap, Lewis, Lincoln, Pacific, Pend Orielle, Pierce, San Juan, Snohomish, Spokane, Stevens, Walla Walla, Whitman, and Yakima.
Plans
Beginning in 2027, the Preferred Silver plan will be discontinued. Enrollment has been low since the state’s rate stabilization efforts and silver‑loading led to lower‑cost Gold plans.
All other Preferred and Cascade plans are renewing.
Rates
The state has announced an average 24% rate increase for Premera Preferred and Cascade metallic plans. Expect to see some adjustments to our rates when they’re approved by the OIC in early September.
Network
Premera Preferred and Cascade plans will continue to use the Premera Individual Signature network. Our network is one of the largest networks of any individual insurer in Washington state, and includes Kinwell, UW Medicine, Providence, Swedish, Virginia Mason, Seattle Cancer Care Alliance, and more.
Commission
The four-tier compensation structure will remain in place for 2027, with updates to tiers 2 and 3. Tier placement will continue to be based on the number of individual lives at the agency level.
